What else can be done besides restraining order?

I have a friend who is being stalked and badgered by his ex and her friend. He is already working on a restraining order on his property but now they are stalking him at work. What else can he do? My family and his family would like nothing more than to see their a$$e$ in jail. They need to be taught a lesson. The cops are called always because of them two girls and it doesn't scare them at all.
